Pediatric care in Central Oregon

At St. Charles, we provide trusted pediatric care for families across Central Oregon, including Bend, Redmond, Sisters, La Pine, Prineville and Madras. As part of our Family Care services, our pediatric providers partner with parents and caregivers to support children’s health from infancy through adolescence. And all our family medicine providers are accepting new pediatric patients!

24/7 nurse advice and support

We offer 24/7 pediatric advice for families in Central Oregon, so you always have access to guidance when you need it.

During clinic hours:
If you call with a symptom or concern, your call follows an escalation pathway. Many needs can be addressed quickly, and when appropriate, you’ll be connected with a registered nurse (RN) from your primary care team for personalized advice.

After hours:
Our after-hours call service connects you with a registered nurse who can:

  • Evaluate your child’s symptoms
  • Provide trusted medical guidance
  • Help determine the right level of care (home care, clinic visit, urgent care or emergency services)

This ensures families Central Oregon have access to professional care advice—day or night.

About Biagioli

Fran Biagioli, MD (pronounced bee-uh-joe-lee), worked as an automotive engineer prior to attending medical school at the University of Toledo in Ohio. She completed her residency at Oregon Health & Science University in Portland, where she continued to teach and care for patients for more than 20 years before moving to Central Oregon.

Dr. Biagioli enjoys caring for families and has clinical interests in adolescent and pediatric care, wilderness medicine and exercise and nutrition approaches to improving health.

In her free time, Dr. Biagioli enjoys swimming, hiking, tying flies, doing puzzles and quilting. She and her husband also enjoy exploring the Pacific Northwest in their camper, seeking out new places to fly fish and hike.

About Fuller

Justin Fuller, PA‑C, is proud to serve the Central Oregon community he calls home. Born in Bend and raised in Madras, he returned to the area after completing his education and clinical training across the Northwest and Alaska.

Fuller earned his undergraduate and master’s degrees at Eastern Oregon University and served as a medic in the U.S. Army. He later completed his physician assistant training through the University of Washington’s MEDEX Northwest program in Anchorage. Fuller is honored to care for the community that raised him.

About Lieber

Dr. Lieber attended medical school at Rocky Vista University College of Osteopathic Medicine in Denver, CO and completed a full-spectrum family medicine residency in Fort Collins, CO. She enjoys the breadth of family medicine, with particular interests in women’s health, preventive medicine and palliative care. Her approach reflects osteopathic principles, focusing on holistic, patient-centered and whole-person care.

Outside of the clinic, Dr. Lieber enjoys exploring Central Oregon with her husband and is grateful to call Bend home. She spends her free time hiking, running, skiing and biking, often with her dog by her side. She also enjoys photography and values time with friends and family.

Residents in the Three Sisters Rural Track Program (RTP) arrived in Madras earlier this month and are immediately helping fill a need in the community by providing care for up to 900 patients a year in local primary care clinics and at St. Charles Madras. Drs. Ben Khalil and Callie Krewson are the first two residents to participate in the program, which is sponsored by Oregon Health & Science University and is the first graduate medical education program in Central Oregon.

“It’s thrilling to see these doctors caring for community members. We have been planning and eagerly awaiting this moment for many years and now it’s here,” said Dr. Jinnell Lewis, RTP director and St. Charles family doctor. “This program is helping us to develop and train providers who will specialize in rural family medicine and also helps us fill a shortage of primary care doctors in the region.”

Residents spend the first year of the program completing advanced training at OHSU before spending two years training and caring for patients in Jefferson County with a focus on rural family medicine. Khalil is caring for patients at Mosaic Community Health, while Krewson is caring for patients at St. Charles Family Clinic in Madras. Both doctors conduct rotations at the hospital and with area specialists where they train in family medicine, family birthing, emergency medicine, behavioral health and hospital medicine. They will also have learning opportunities at the Indian Health Services’ Warm Springs Health and Wellness Center.

"Drs. Krewson and Khalil have hit the ground running and are already enhancing the care of patients in our region,” said Dr. Katie Snyder, clinical medical director for Mosaic’s Madras Health Center and residency program teaching physician. “I look forward to continuing to partner with this critical program and train physicians locally to benefit our community for years to come."

Research has shown that about 55% of physicians stay within a 100-mile radius of their residency site. This means, within 10 years, Three Sisters RTP is estimated to produce more than 20 physicians who would reside in Central Oregon and provide care for 20,000 to 40,000 patients in the region.
