St. Charles Prineville closing COVID-19 drive-through test site Thursday, March 31

BEND, Ore. – St. Charles Prineville is closing its COVID-19 drive-through test site on Thursday, March 31. After that time, tests will be available at the St. Charles Prineville Urgent Care on a walk-in basis, or by appointment at St. Charles Prineville Family Care.

St. Charles’ labs in Bend, La Pine, Madras and Redmond also offer COVID-19 testing, but a lab order is required.

COVID-19 testing is only available to those individuals who are symptomatic or who are scheduled for a procedure.

St. Charles Bend drive-through COVID-19 test site closing Friday, March 4 

With the Oregon National Guard scheduled to stand down its operations at St. Charles facilities over the next two weeks, St. Charles Bend is planning to close its drive-through COVID-19 test site on Friday, March 4. 

Patients who need a COVID-19 test after that date and meet St. Charles’ testing criteria will be encouraged to schedule an appointment at www.stcharleshealthcare.org/COVIDtesting or another test site. To see all available options, visit COVID-19 Testing in Oregon (egov.com).

People who should seek testing from a health care provider include those who:

  • Are 65 or older
  • Have a chronic health condition such as obesity, diabetes, chronic kidney disease or any other condition that puts them at increased risk of severe disease, or they are pregnant 
  • Have moderate or severe illness needing medical evaluation
  • Live in a group setting such as a nursing home
  • Work in agriculture, food service or an educational setting like a preschool and at-home testing is not available

People who may not need to seek testing from a health care provider include those who:

  • Have had close contact with a family member with COVID-19. In this scenario, household members should assume they have COVID-19 and isolate. The exception is if any household members are considered high risk and would benefit from treatment.
  • Are mildly ill and do not meet conditions above
  • Have tested positive with an at-home kit. Another confirmatory test is not needed. Likewise, symptomatic people with a negative test within three to five days of illness onset do not need a confirmatory test.
  • Have had COVID-19 and want to return to work or school. Individuals should be able to return after completing their isolation or quarantine as described at www.deschutes.org/covidinfo

DAISY Award winners honored for extraordinary nursing

Four St. Charles Health System nurses have been honored with The DAISY Award for Extraordinary Nurses®, recognizing the outstanding, compassionate nursing care they provide patients and families every day:

  • Bend: Page Ogden, Lactation
  • Madras: Emily O'Hearn, Family Birthing Center
  • Prineville: Jennifer Lewis Welch, Float
  • Redmond: Jessica Aragon, Medical Services

Nominated by patients, families and colleagues, the award recipients were chosen by a committee at St. Charles.

The nurses—who represent all four St. Charles hospitals in Bend, Redmond, Madras and Prineville—were recognized with a ceremony on their respective units and presented with a certificate, a pin and a "healer's touch" sculpture by their hospital’s chief nursing officer. The DAISY honorees will also receive ongoing benefits, such as special rates for tuition and ANCC certification. 

The DAISY Foundation is a not-for-profit organization that was established in memory of J. Patrick Barnes by members of his family. Patrick died at the age of 33 in late 1999 from complications of Idiopathic Thrombocytopenic Purpura (ITP), a little known but not uncommon auto-immune disease. (DAISY is an acronym for Diseases Attacking the Immune System.) The care Patrick and his family received from nurses while he was ill inspired this unique means of thanking nurses for making a profound difference in the lives of their patients and patient families.

"When Patrick was critically ill, our family experienced first-hand the remarkable skill and care nurses provide patients every day and night,” said Bonnie Barnes, FAAN, president and co-founder of The DAISY Foundation. “Yet these unsung heroes are seldom recognized for the super-human, extraordinary, compassionate work they do. The kind of work the nurses at St. Charles are called on to do every day epitomizes the purpose of The DAISY Award.”

This is one initiative of The DAISY Foundation to express gratitude to the nursing profession. Additionally, DAISY offers J. Patrick Barnes Grants for Nursing Research and Evidence-Based Practice Projects, The DAISY Faculty Award to honor inspiring faculty members in schools and colleges of nursing and The DAISY in Training Award for nursing students. Save the date: St. Charles Foundation hosts virtual Saints Gala Feb. 5

BEND, Ore. — St. Charles Foundation’s annual Saints Gala is going virtual this year, and the community is invited to participate. Bidding starts on Wednesday, Feb. 2, and the free livestream event is Saturday, Feb 5. Raffle tickets are now available for purchase.

The 2022 western-themed gala will benefit the St. Charles PEDAL clinic (Programs of Evaluation, Development and Learning). The clinic provides comprehensive evaluations for children and youth with special health care needs and developmental disorders including autism spectrum, Down syndrome, ADHD, feeding issues, epilepsy and cardiac disorders. The only clinic of its kind east of the Cascades, PEDAL serves families from all over Central and Eastern Oregon, helping them navigate diagnosis and treatment for children with complicated medical conditions.

Funds raised from the Saints Gala are critical for the expansion of the PEDAL program and its ability to serve Central Oregon. Proceeds will help underwrite the cost to expand the program, which includes the addition of two full-time developmental pediatricians and specialized equipment.

Raffle tickets are $100 each and the drawing will be held during the livestream on Feb. 5. The winner can choose from three preselected trips and will have two years to complete travel. Vacation packages include:

St. Charles Health System is pleased to announce that its 2022 grant applications are now available. New this year are grants focused on supporting organizations that are in the early stages of adopting inclusion, diversity, equity and acceptance work into their organizational culture.

In 2020, St. Charles Health System worked to further the organization’s knowledge and understanding around the topics of inclusivity, diversity, equity and acceptance (IDEA). The health system engaged in conversations with the diverse communities it serves, listened to their needs and is now offering support for this work.

To that end, St. Charles has created a new grant category that is centered on supporting community partners that aspire to integrate IDEA best practices in their own organizational culture, helping meet St. Charles’ vision of "creating America's healthiest community, together." This grant category is intended to help organizations integrate the foundational principles of IDEA into their organizations to better serve their target population.

St. Charles Hospice Auction raises $50,000

Many new and long-time donors participated in St. Charles Foundation’s 30th Annual Hospice Auction earlier this month, raising approximately $50,000 to help support hospice services and those in the community needing end-of-life care.

Traditionally held at the Crook County Fairgrounds Indoor Arena, this year’s event was presented as an online auction, with trees and quilts placed in various Prineville businesses for in-person viewing. Supporters bid online for decorated trees, handmade quilts, and other auction items, which raised about half of the $100,000 goal to help provide crucial support services for hospice patients and their families.

One of the top selling trees was “Hunting for Help,” which was donated by Rosendin Electric. This tree included a one-day guided fishing trip, custom upland bird hunting package, binoculars, lanterns, camping stove and more. Another top seller was “Outdoor Adventures,” donated by the St. Charles Prineville medical staff. This tree included all things for outdoor adventures in Central Oregon including snowshoes and poles, a small camp stove, buddy heater and boot dryer, a Pelican kayak, life jacket, cooler and many other outdoor adventure items.

Two trees were specifically donated in memory of lost loved ones: “Fishing Heaven’s Lakes” in memory of Danny Rustrum and “Heavenly Iron Garden” in memory of Karin (Katie) Kindrick.

The top selling quilt, “Timeless,” was donated by Suzanne Street and the Knotty Ladies. Suzanne enlisted her friends to help complete it. The pattern was a modified log cabin with earth tones of green, orange, rust, gold, brown, aqua and cream. The generous queen-size quilt was long arm quilted by Laura Simmons of Sisters. The Knotty Ladies group includes Suzanne Street, Marney Close, Ruthie McKenzie and Lisa Ilk.

Another notable quilt, “Blue Stars,” conjured up memories of winters past, with light blue stars on a dark blue background. The top was completed by Diana Knight and quilted by Sue Woolley.

“St. Charles Foundation would like to thank the more than 200 people who supported this auction,” said Angelo Turner, executive director of Community and Philanthropy at St. Charles. “The success of the hospice auction helps St. Charles provide comfort and dignity to members of our community during end-of-life care. St. Charles Foundation is proud to be a part of this important fundraiser, and we are grateful for the community’s support. It is our biggest hope that we can gather in person once again and celebrate the season together in 2022.”

St. Charles to host COVID-19 vaccination clinic for 5 to 11-year-old children Nov. 20

St. Charles will host a community COVID-19 vaccine clinic for all children ages 5 to 11 on Saturday, Nov. 20, from 9 a.m. to 5 p.m. at the St. Charles Family Care Bend East location at 2600 NE Neff Road. The clinic is free, but appointments are required.

A second-dose clinic will be held for these same children on Saturday, Dec. 11.

“This is an exciting step in our battle against the COVID-19 pandemic,” said Dr. Cynthia Maree, medical director of infectious disease for St. Charles. “While most children do not become seriously ill from COVID-19, they can be carriers who spread the virus to the more vulnerable members of our population. I encourage all parents of kids in this age group to reach out to their medical providers if they have questions about the vaccine and to make an appointment to get their children protected from this virus.”

Most St. Charles caregivers now fully vaccinated against COVID-19

Some 93.5% of St. Charles Health System’s caregivers are fully vaccinated against COVID-19. Another 51 caregivers have started their vaccination series. 

In August, Gov. Kate Brown announced a health and safety rule that requires employees in health care settings to provide proof of vaccination by Oct. 18.

Caregivers were provided the option of becoming fully vaccinated or applying for a religious or medical exception. If granted an exception, caregivers were offered a reasonable accommodation, which could include reassignment to a remote role or an unpaid leave of absence. 

In total, 84 caregivers applied for medical exceptions, of which five were approved, 17 were denied and 62 didn’t complete and return the necessary forms. Another 271 caregivers applied for religious exceptions, of which 211 were approved, five were declined and 55 either didn’t complete and return the necessary forms or were asked to elaborate on their application and did not.

Of the 323 caregivers who applied for exceptions, 49 were reasonably accommodated with remote work and 101 were provided an unpaid leave of absence. Of that same group of 323 caregivers, 98 chose to start their vaccination series after initially requesting an exception.

Those who were unable to comply are considered to have voluntarily resigned their positions with St. Charles, and their employment ended after their last scheduled shift. So far this month, 180 caregivers have left the organization. Of that group, 134 caregivers’ employment ended the week leading up to the Oct. 18 deadline.

“We can’t be certain how many of those 180 caregivers left the organization because of the mandate,” said Vice President of Human Resources Rebecca Berry. “But we believe most of those who left us last week were impacted by this rule.”

Of those who left the organization, 111 were full time, 18 were part time and 50 were relief. Relief caregivers are not assigned regular shifts and work on an as-needed basis.

“We are grateful to the overwhelming majority of our caregivers who made the decision to get vaccinated, protecting themselves, their patients and our community,” said Dr. Jeff Absalon, the health system’s chief physician executive. “But we also recognize that our caregivers had a choice and we respect each person no matter what decision they made. We sincerely thank those caregivers for their service, especially throughout the pandemic. This hasn’t been an easy time for any of us.”       

Including the recent resignations, St. Charles is now striving to fill 940 open positions—about 200 people are in the process of being hired. Last week, the organization made the decision to raise its minimum wage to $18 an hour—effective Oct. 31—to remain competitive in the local market and bolster retention. At the same time the organization is aggressively recruiting for these roles, it is also leveraging traveling health care workers to fill staffing gaps.

St. Charles is also continuing to be supported by 80 Oregon National Guard troops—who are currently planning to leave Oct. 31—and 120 state-allocated traveling health care workers who are scheduled through Nov. 22.

Starting Oct. 18, visitors to St. Charles facilities must be fully vaccinated

To further protect its patients and caregivers during the COVID-19 pandemic, St. Charles Health System will soon require that visitors to any of its hospitals or clinics be fully vaccinated.

Effective Oct. 18, visitors will only be allowed if they provide acceptable proof that they are fully vaccinated. On Oct. 18, health care workers are also required to be fully vaccinated by the state of Oregon. See our Visitor Guidelines page for more.

“We know what an important role visitors and support persons play in a patient’s healing process,” said Dr. Jeff Absalon, the health system’s chief physician executive. “However, throughout this pandemic, safety has been our top priority. With this as our guide, we have had to make changes to our visitor policy to keep our patients, caregivers and others safe.”

A person is considered fully vaccinated if at least two weeks have passed since they received their second dose of a two-dose series (Pfizer or Moderna) or a single-dose vaccine (Johnson & Johnson).

Acceptable proof of vaccination is:

  • A COVID-19 vaccination record card
  • A copy or digital picture of the vaccination record card
  • A print-out from the Oregon Health Authority’s immunization registry
  • A screenshot or printout from an electronic medical record showing vaccination status
  • A St. Charles Health System badge with a COVID vaccination sticker

Unvaccinated visitors will only be allowed under extraordinary circumstances. This could include a visitor to a patient in comfort care, a parent of a pediatric patient or a baby in the NICU, a person accompanying an obstetric patient, a “support person” as defined by Oregon law or an emergency response worker who may need to enter a hospital or clinic while on duty.

Currently, patients who are positive for COVID-19 are not allowed any visitors. This will continue to be the case regardless of a visitor’s vaccination status. Virtual visits for COVID-19 patients are still encouraged to support the family’s involvement.

All other patients have the right to at least one fully vaccinated visitor per day provided the visitor is 12 or older. That same visitor may come and go throughout the same day.

“We want nothing more than to return to ‘normal,’ but we’re just not there yet,” Absalon said. “As a health system, we must continue to be hypervigilant about controlling the spread of the virus in our facilities. We owe that to our patients, many of whom are medically fragile, and to our hard-working caregivers, who put themselves at risk every day to care for our community.”

St. Charles acquires refrigerated trailer to increase morgue capacity

In response to a fast-growing population and the COVID-19 pandemic, St. Charles Health System has acquired a 17-foot, fully refrigerated trailer to serve as a mobile morgue.

The Acela Truck pull-trailer was delivered to the Bend hospital last week and is already in use.

“It has been a known gap in our emergency preparedness for a number of years,” said Lara Simpson, St. Charles’ supply chain director. “With this recent COVID-19 surge, we just finally hit that critical point where we needed to do something.”

Built in the early 1970s, the Bend hospital’s morgue is only large enough for three decedents. On at least three occasions recently, the number of decedents exceeded the morgue’s capacity and were stored elsewhere in the hospital until local funeral homes were available to transport them, Simpson said. In one seven-day period alone, 19 people died, all but six from COVID-19.

“Sadly, this mobile morgue is a critical need right now,” she said.

The mobile morgue—which is equipped to run on both electricity and a diesel generator—is large enough to hold 24 decedents. The health system purchased it for $82,000. Next week, the Deschutes County Board of Commissioners is expected to discuss using ARPA funds to purchase the trailer from St. Charles. The County’s Emergency Management program could use the trailer as a resource to assist in response to natural disasters.
